There is a mobilehome park in San Jose in which parking spaces for the disabled have been removed. Disabled parking signage was painted over so that the manager could park one of his many "classic cars" in the spot. Disabled guests have no where to park. To whom can we complain?

Directly to the Landlord/owner.

I would start with your mayor's office. They will likely be able to point you to the local agency in your town that regulates disability parking spots.

This appears to be a private lot. There can be a request made to the landlord for a sign.

Sure there can. However, its the landlord's employee who just took away the designated parking spot for his own benefit. Maybe the landlord will bring the hammer down on him for that, maybe the landlord won't.

It would be sensible for the OP to discuss with his LL first and if he gets nowhere THEN go up the food chain. Likely the LL is unaware that the mgr is using the HP as designer parking for his collection of cars.

After making the complaints, start looking for a new park to put your trailer in. You may find that your lease is not renewed.

Yes it is a disability issue. They can't evict you because you complain. But they do not have to renew your lease when it is up. Tiger D is a site vetted Attorney. The advice to be prepared for them to not renew is very good advice.

In your OP, you said "mobile home" - a "mobile home" is a trailer, even if the components that originally have made it towable have been removed.

Somebody above suggested that you talk to "the mayor's office" - but that is not what you want to do. You want to speak to code enforcement about the removal of the parking spots to see if that is allowed. ("The mayor's office" is going to refer you there anyway.)

TBF LD suggest he start there for the proper dept to file a complaint with.
