Can a Landlord move tenants out to do major repairs?

Depends. What are the "major" repairs he wants to do?

Kitchen and utility room floors are badly damaged from previous water leaks. Floors will have to be taken out, joists shored up and probably even parts of walls replaced. Floors sag so bad that the washing machine bangs the wall every time it's used. Repairs will take about 2 months

If they are month to month then you can give them proper notice to terminate the tenancy.

For such major repairs it makes sense to terminate the tenancy at will (i.e., month to month tenancy) with the required notice for your state. And if the tenants do not wish to leave remind them with such a tenancy they have no other option. Failure of them to leave after proper notice has been provided will leave you no option except to go the eviction route. They should want to avoid this on their credit history.

You are not required to put them up in a hotel during these repairs (if they happen to ask about this).

Agree with the others. Time to send them packing. Then do your rehab and rent it out again.
