For such major repairs it makes sense to terminate the tenancy at will (i.e., month to month tenancy) with the required notice for your state. And if the tenants do not wish to leave remind them with such a tenancy they have no other option. Failure of them to leave after proper notice has been provided will leave you no option except to go the eviction route. They should want to avoid this on their credit history.
You are not required to put them up in a hotel during these repairs (if they happen to ask about this).
