For example, say I obtain documents after I sign a protective order and find out someone got a job by lying about their degree -or- their citizen status or -or- was involved in money laundering etc. does the protective order prevent me from reporting them? or does it just prevent me from telling everyone at my super bowl watch party this weekend?

A protective order prevents the one under the order from doing whatever s/he was doing that led to the legal action. It can prohibit contact or prohibit actions but rarely can it prohibit speech.

A protective order does not “pardon” or excuse crimes.

Nothing can prevent you from reporting crimes.

If you are unsure whether to sign a document or not, it is best if you have the document personally reviewed by an attorney in your area (NOT the other party’s attorney). You do not want to sign anything you do not fully understand.

Ok...the terminology doesn't matter, but what you're being asked to do is stipulate to a protective order. In this context, a protective order is a court order that allows parties to litigation to exchange certain information but limits what the recipient can do with the information. It also specifies what needs to happen if one or the other party wants to submit documents that are subject to the order as evidence.

A protective order can't prevent things from happening. It can only specify that certain actions will have certain consequences.
