The answer is because the house was sold in DC. A house there can be sold with existing code violations.

Since you said the exact same thing as QuickRealEstate and ShawnFoster12 said in earlier posts, I'm going to assume that all three of these accounts are by the same person and thus you know from earlier responses that reviving old threads, especially with nothing substantive to say is frowned upon in this forum.
