There are many reasons why some people eschew bank accounts. Often working off the grid to hide income or to avoid bank account levy by judgment creditors. Could be other reasons I haven't thought of.

Millions of households are unbanked. A financially stressed environment makes banking very expensive. Between monthly fees, overdraft penalties, etc, for many banking is not a workable option.

Also because they may have bounced so many checks over the years that banks won't allow them to have an account.

I still would like to know the why behind all of this. It is relatively simple for a manager, if not the cashier, to open the register to look at the check.

This is just not normal behavior for Walmart … or the police, for that matter.
