Any particular reason you went to a retail store to do this, as opposed to a bank?
There are many reasons why some people eschew bank accounts. Often working off the grid to hide income or to avoid bank account levy by judgment creditors. Could be other reasons I haven't thought of.

Also because they may have bounced so many checks over the years that banks won't allow them to have an account.

I still would like to know the why behind all of this. It is relatively simple for a manager, if not the cashier, to open the register to look at the check.

This is just not normal behavior for Walmart … or the police, for that matter.

I'm still trying to figure out the civil rights/discrimination issue.
