Answer: Legally.

Step 1) You have to meet each other in person. Relationships from afar are not the same as in person. It may be worse in person. It may be better. If it's better, proceed to Step 2.

Step 2) Meet her family. And she should meet your family. If she says that she has no family, hire a PI to confirm this.

Step 3) By now you have realized that all this travel is expensive. You need a job that will cover all these expenses. Get to work!

After you have gotten to know this woman and her family in person, and you have a salary well above the poverty line, you can consider getting engaged and sponsoring her for a fiance visa.

You may or may not retain a lawyer. In your case, it would be better to get help from an immigration attorney. People who are capable of doing this without an immigration lawyer are willing to do their own research.

Alternatively, your Russian friend can find her own way here, through her own merits.

Do a Google search on "I864 fraud" to learn what you could end up stuck owing her each month in addition to alimony and/or child support if you do get this woman into the US and she decides to bail on the relationship.

I still believe you will have problems sponsoring your Russian friend. You can speak to an immigration attorney to see if you are income-eligible.

Note, that technically, the affidavit of support is not filed to get the Fiancee visa (K-1), it has to be filed however once they marry and she is adjusting her status to permanent resident. If they don't get this filed (or don't marry for that matter), she becomes illegally present in 90 days after arrival and is subject to deportation. Of course, when CIS finds out that Geek is indigent himself, fraud charges are also possible.

If he qualifies for SSI, there is absolutely no way he can sponsor anybody himself. He'd not qualify for SSI if he had the income or assets enough to meet the support qualifications. The application wouldn't go anywhere because CIS wants real proof, it's not a matter of just saying you can.

The only possible hope he has is if another person with sufficient income/assets is willing to join in the affidavit. Of course, that's very risky, because until the person abandons residency or is deported or gets 40 social security quarters, the government can come after him for any public support payments that the immigrant receives. Note that if Geek gets divorced or otherwise splits with the girl, it doesn't end the obligation for EITHER of the sponsors. Even if Geek passes away, the co-sponsor is still on the hook.
