Helping the situation isn't what matters. The problem with such would be students being frightened. You can't expect a child to not be fearful during such a circumstance, and furthermore, you can't expect to not want to communicate with the one thing that makes them feel safe. It may help the situation by children calming themselves with a parents voice.Unfortunately, I believe that if Columbine would happen again, kids having cell phones wouldn't HELP the situation as much as muddy the waters for the responders.
To OP... Maybe you should discuss the situation with your daughter. If it's to be kept in the book bag at all times during school hours, then that means it's not meant to be used ^.^. My high school required them to be off, and in lockers. Your daughter is lucky the cell phone wasn't confiscated as a potential dangerous weapon (explosive device). I've seen it happen .
In all reality, a detention is a far cry from possession charges =/.
