This makes me laugh. There's either PC for an arrest or no PC, no arrest. No "suspicion" involved.
Under Pennsylvania law, chemical testing can be required based on "reasonable grounds" (when an officer believes the driver is operating a vehicle while under the influence of alcohol or a controlled substance), See section 1547 of the Pennsylvania law cited earlier.

You arrive at a shots fired call and find someone holding a gun and in forn of him is a dead body with a gunshot wound. Nobody else in the area, would you arrest the person with the gun for murder or suspicion of murder?
