Do you think there are no employees at an apartment complex? That said, the General Liability carrier of the apartment complex would certainly be less than delighted.
Delighted or not. They cannot bar charging electric vehicles in the lease. Period.

The OP is using a removable OEM cord designed to work with a standard outlet as described in A

(A) Connections to 125-Volt, Single-Phase, 15- and 20-Ampere Receptacle Outlets. Electrical vehicle supply equipment intended for connection to nonlocking, 2-pole, 3-wire grounding-type receptacle outlets rated at 125 V, single phase, 15 and 20 amperes or from a supply of less than 50 volts dc
 
Not really. Grounding doesn’t do what you think it does. A gfci protected receptacle is much safer than a grounded outlet, even if the gfci protected outlet doesn’t have a grounded circuit. a 15 amp circuit is designed to trip or disconnect around 15 amps. Current over .2 (that’s point 2) amps can be lethal. A human body will limit current flow typically to less than an amp at 125 volts.

A body doesn’t allow enough current flow to cause a 15 amp circuit breaker to trip. You will be electrocuted and the breaker will never trip
I'm well aware of that, and that the purpose of a fuse or breaker is to protect wiring, not people.

Only because im being curious , Is that outside outlet a GFI ? or is it connected to a GFI inside or protected with a GFI- breaker?
