A capias is a warrant or court order for arrest. Apparently you failed to appear in court and a warrant was issued. You were, apparently, not found ("capias returned unexecuted").

Well I was simply trying to find the true meaning of administratively dismissed in that original thread.

Now I am trying to get the case expunged myself from here in the UK and I am trying to figure out more information prior to starting the application.

The capias was recalled because you could not be found to be arrested, hence you were not prosecuted.

I suggest you hire an attorney in Orange County to have the matter resolved.
