Here is the information on expungement in Florida. http://www.fdle.state.fl.us/Seal-and-Expunge-Process/Seal-and-Expunge-Home.aspx

Honestly, I don't see how your arrest can be expunged. The only possibility seems to be for an arrest made in error or contrary to law, neither of which is the case in your matter (the other allowed reasons don't apply at all to you). Also, according to that page, they are presently processing applications from December of 2017. I wouldn't plan on visiting for at least 9-12 months, even if you are successful.
I don't want to disagree with you or act like I know better (because I don't) but I am simply going by what has been told to me by an Orlando attorney and by [email protected]

One other thing: To my knowledge, there are not Florida attorneys who post to this site, nor is there anyone who has gone through the expungement process. You would be wise to hire an attorney.

I have no idea? or what that even means or how I would find that answer?

what info can I give you that you could see for yourself?
With Prejudice means they can't file charges against you again. Without Prejudice mean they can file again.

... administratively dismissed does not mean guilt or convicted?
No. You were not convicted. But neither were you acquitted. You were never prosecuted because you left the country.

I recommend you hire an attorney in Florida if you value your trips to Orlando. I do not see you getting an expungement until you get your unresolved criminal offenses taken care of.

well I had no reason to stay in the country after my holiday, there was no court case booked or anything.

All events happened after I came home.

the 1st court case I was ever to attend happened the year after in 2003, for which I was going to attend but denied entry.

The statute of limitations was tolled as soon as you left Florida.
Well I had to go home after my holiday, was never told I couldn't go home, when arrested etc, they expected that I would be going home a week later, otherwise they would have kept my passport.

I would have been deported if I had tried to stay in Orlando, (in order to wait for the court case)

And that is why you should have hired an attorney back then and why you need one now. I understand how this happened to you...you were/are ignorant of our legal system. But in the US ignorance of the law is not a defense.
This CAN be resolved. But you REALLY need to cough up the dollars and hire an attorney in Florida.

You skipped bail by missing your court appearance and a warrant was issued for your arrest.

Instead of finishing up your holiday and returning to your country (with purloined items packed in your bags?), you needed to stay to address the criminal charge filed against you.

Now you have a mess. I recommend you hire an attorney in Florida to see what the attorney can do for you there.

Good luck.

Like I say , I was expected to go home, was not expected or told to stay by the police or courts.

If they had wanted me to stay they would have kept my passport or told me not to and I would have stayed.

there was no court case arranged or anything when my holiday ended, I had to leave Orlando on the date of my holiday ending.

I did hire an attorney ($3000) when I found out there was a court case booked in 2003, but it was zero help.

Well I did not mention it in this thread, but I did in the other, I did hire an attorney in 2003,

when the case got upgraded from misdemeanor to felony in 2003 and there was a court case, I contacted my bail bondsman and he put me in contact with an attorney, he cost me $3000.
But he did not advice me correctly when trying to return to the U.S for the court case (when I was denied entry into the U.S)

and I was sent back home and missed the court case the following day.

I never skipped bail or skipped the country as people as inferring. I came back to the U.S in 2003 for the court case and had hired an attorney.

but as I was denied entry I missed the court appearance and my attorney stopped helping me.
