By definition, you did skip bail, and you did skip (leave) the country.
But there were zero conditions that I had to stay in the country, my bail bondsman knew I was going home a week later, as did the police etc

My bail bondsman told me he would resolve the matter, he knew I was going back to the U.K.

things all changed a month after I was home, when it was changed from a misdemeanor to felony

Surely my bailbondsman would have never bailed me out knowing I was going back to the u.k the week after if it meant I was breaking nay conditions.

Bail is money paid as a guarantee of your return for trial and is paid in lieu of incarceration.
I'm not trying to disagree with anyone on here and I am being 100% honest about what happened in 2002-2003.

MY bail-bondsman knew 10000% I was returning to the UK, as did the police (as otherwise they would have kept my passport)

As soon as the situation changed and they upgraded to a felony and there was a court case, my bailbonsman phoned me in the UK and told me I need to hire an attorney, which I did and here we are today.

I did exactly as I was told from being arrested on that day and throughout.

I had a court case date in 2003, so I did the correct thing, hired an attorney and booked a flight to Orlando for it.

I am not sure what you want us to tell you that has not already been said. You will need to get the criminal matter resolved before your criminal records can be expunged. For this it appears necessary for you to have a skilled attorney in Florida who can address the various and assorted issues that arose from your vacation-time shoplifting arrest.

Good luck
