Need to know which agency threatened my son's life

CA state law requires that we have a process in place to file complaints against officers. It's different to complain against an agency. If you don't like a way an agency is doing it's job you go to their boss (usually a city council or a county board of supervisors - and in some cases a law enforcement commission, like in L.A.).

If they refuse to take a complaint of their own malfeasance, it may be because they have no proof that their people were even involved. No agency is going to take a complaint for a policy violation of another agency - it's not their business.

And I believe you said they took an incident or crime report, and if they did, then that is about all they can do. If the investigation finds a dead end, then it hits a dead end. If even the DA doesn't want to do anything, there's little you CAN do. And it is your SON who must press the issue. You have no legal standing in this at all.

Your son can also call the FBI. Maybe THEY will look in to the matter.

Bottom line is that if there is no proof the incident happened, then there will be little to follow up on. There appears to be a great lack of information on this incident ... nobody appears to have seen anything. And it could be that the neighbors are not corroborating your son's story to you. That kind of thing would leave it cold in its tracks.

My son filed a "Non-Investigated Report" with city police. However, my son initially told the officer that he wanted an investigation. Officer said case will not be investigated. My son said he wanted to file a complaint against the city P.D. and officer said my son cannot file a complaint.

My son was told by P.D. that county sheriff's dept. was involved. My son went to sheriff's dept. and was told he could not file a crime report or file a complaint against sheriff's department.

Let me ask again:

Is there any scrap of evidence (besides your son's story) that is NOT eyewitness testimony (e.g., tire tracks in the yard...anything) that shows that this even happened?!

Hello Carl

We have met with city manager and assistant chief of police. Thank you for the suggestions of contacing city council and County Board of Supervisors, too. My favorite idea is contacting FBI.

I know there is not a deadend because the assistant chief of police told us he heard my son's address announced over the radio while he was in his car. Dispatcher told me last week that county sheriff's department was involved and city P.D. provided backup so we know who was involved. The hangup is that both the city police and sheriffs departments deny any involvement and will not let my son file complaints.

I don't know about tire tracks, etc. The assistant chief of police already admitted he heard my son's address over the radio while he was on his way to church on Christmas Eve. Assistant chief kept asking my son if the event had been earlier in the evening because of the timing. My son kept insisting his incident was much later that night - this is why I don't know if there was a hot pursuit.

There must be a record of the arrest of the man who was hiding a couple doors from my son's home.

There is definitely something more to the story.

I can understand not taking an internal complaint if there is no belief or knowledge it involves your agency. And, to be honest, in my experience an Assitant Chief of Police for a medium to large agency is likely to miss his OWN callsign going over the air - how he could remember an address he was not familiar with would be beyond me. If it WAS put out over the air, then there is something retrievable.

As for a crime report, it could be that the agencies know something that they aren't telling you. It may not BE a crime. It may have been a police action. In which case they won't investigate.

Something just doens't fit here.

Talk to an attorney and the FBI and let us know. There's nothing any of us can do here but guess at this point.

How would the chief know your son's address?

What did the chief say when you talked to him?
