Trump currently would be unable to change the Constitution on his own, although Lindsey Graham apparently thinks (or at least said on a news program recently) that Trump can just issue an executive order to accomplish all of his deportation goals, including deporting legal citizens of the U.S.I doubt President Elect Trump would or could change that by himself.
