I am not certain if this forum is the correct one for my topic, but I will give the details and let the chips fall. Feel free to move the post to the appropriate category.
My dad and I have lived in our house for 50 years. Since 2020 a neighbor who just moved in began to harass us. HIS house is small and ours is large and a few people, that is, other neighbors, have told me that this man wants to get our house for a cheap price. OUR house is not for sale and his methods for obtaining it are a real problem, as you soon will learn.
HE lives across the street from us and yells obscenities at my 88 year old dad, including insulting my dad's POLISH heritage, almost every time that my dad walks outside to get the newspaper in the early a.m. or gardens or sits on the porch. THIS man across the street is unemployed and he & possibly his wife want to force my dad to sell the house at a low price, as I mentioned.
MY dad talks to various people who walk around the block for exercise; some of these people are alone and others have kids or dogs. THE neighbor has called the LAPD 4 times because my dad, who is EUROPEAN obviously (POLISH, as I SAID), spoke to a black man. THE lapd arrived after the black neighbor left, but the upshot was that the LAPD came to our door and accused my dad of buying or selling drugs to the black man. WHERE did you get the false info, asked my dad, but the LAPD was antagonistic and defensive and did not deign to answer.
THIS man recently began taunting my dad--but never me, perhaps because I am younger and stronger--accusing him openly of selling drugs and doing other 'unnamed' crimes (HE YELLS at the top of his lungs so that anybody 500' or more away can hear), shaking his fist at my dad, and threatening to call the LAPD again or take care of it with physical violence. THE crazy man walks to the curb in front of my house, but never steps onto our property.
THE LAPD always takes his side and puts my dad on the defensive. THE LAPD always goes across the street first to hear the man's LIES, but that might be because the man called 911, not we. IF the situation were an emergency as the crazy man claims in his 911 calls (CRIME IN PROGRESS, he says; he calls brazenly from his cell phone while standing near our curb, so we can hear him, as can other neighbors and pedestrians), I would expect the lapd to go to the scene of the emergency, but what do I KNOW?
THE man has told everybody on the block that we, especially my dad, are sellng drugs and causing all kinds of other problems, although we are not. THE LAPD is worthless to us, as I said, as it refuses to file charges for
1. fraudulent 911 calls that falsely accuse us of selling drugs;
2. lying to a police officer in person by saying that we are selling drugs;
3. using 911 to harass us; and
4. falsely imprisoning us--he has physically blocked my dad from getting to his car by putting his body between my dad and the car several times.
I am wondering if we could get a restraining order or sue for slander. I think that slander is out, as my dad has not lost any money from the false accusations.
THE scary part, if this is not bad enough so far, is that this man has riled up a few people who are real troublemakers; 1 of them threatened to kill my dad--that is, he told me 1 night as I walked to visit an old friend who lives down the street, that 'if your dad ever talks to that xxxx (epithet for BLACK MAN) again, I'll beat up both of them and you so badly that all of you will wish that you were dead.' I Guess that you can call this situation an example of vigilantism. HE tried to get me to walk to his car so that he could take me to the LAPD to turn myself in and see the 'big file that narco and bunco have against you.' I declined, even as he pushed me towards the car. IS that attempted kidnapping?
I was saved by a family of 4 who were walking a dog and pushing twins in 2 strollers, thank goodness. I now avoid walking in that direction, as I do not wish to confront that drunken fool again.
ANY help would be appreciated. THE idea, according to 1 of the few neighbors who still speaks to us, is for the man to convince the lapd and then city attorney that we are a private nuisance and then a public nuisance, or vice versa, have our house condemned and us forced out, and have the house auctioned so that he can buy it cheaply. I wonder if THAT scheme is legal or a violation of our civil rights, but the LAPD will not answer my questions when they come here; they just grill my dad and me.
I am baffled as to why the lapd would come out time after time, find that we are doing nothing wrong--I am a retired doctor and my dad was a top-level administrator for the state gov--and keep worshipping the man across the street. Maybe he is paying them!
I have been told by a friend who is fairly well-read that some of these 'crimes' are civil rights violations. DOES that mean that the DOJ and/or FBI can get involved?
