You knew that a repairman was going to be there.

The owner had the right to oversee all repairs.

HENCE

The owner has the right to be there when the repairman is there. No law in any state OR included has any special repair notification if the owner is going to be there to watch the work be done. In many cases, the owner may well do the repair work himself and is under no requirment to tell the tenant that in advance.

Why did you title this "shady inspection"?

And why do you believe a tenant has to "grant" a repair person permission to address a repair situation? Notification is what is needed, not permission from the tenant.
