The problem with trying to support a legal action against the neighbor is that it was your failure to control your dog that led to the neighbor’s (reasonable or not) reaction.

I have some concern that the police felt the need to pull out tasers when trying to capture your dog. Your dog should have been trained well enough to come immediately when you called.
