Then it is your administration's fault for not doing anything about the bullying, or the mother - who is also showing bullying behavior, IMO.

The other option is for the concerned group of parents that you are, to go to the school and stand in front of the van where the taping is being done. Don't let it happen. Get in the way, EVERY TIME. Don't talk to the lady, don't touch her or her van, just obstruct her view. Make happy signs if you need to (OUR SCHOOL ROCKS, or OUR STUDENTS ARE NUMBER ONE - then it's a motivational tool also.)

If lady wants to continue being a jackhare, she will have to take it to another level, and then maybe she can be dealt with by law enforcement.

It works with Westboro, should work for you guys too.

followup...to resolve the problem the teacher gave the real bully Citizenship Award for the month. If it wasn't so sad it would be hysterically funny.
I predict the stalking behavior will continue. Maybe she thinks next she can get her kids friends out of it. Make him finally popular.
Maybe we will get together and order her donuts and coffe in the morning and send a pizza over to her car at lunch.
Or maybe the next level , when all her stalking gets her no respect and gets her kid disliked even more, we will just be the first columbine by parent.
THEN , something can be done for the survivors.

There is no safe zone, except the boundaries of the school.
Although it has only happened a few times (unknown people filming etc).
The police arrive immediately and detain paparazzi for questioning etc.
They do not comeback after police intervention.

You should be passing your concerns up the chain of command in your school system, starting with the principle.
**If you feel it needs immediate attention; call the police.

All school districts have professionals that are trained to handle these situations.
This person that you describe may have valid concerns, or maybe unstable and dangerous....
