what happens if a speeding fine isn't paid?

I was a cop. I have arrested enough. I was a training officer. I was a highway patrol officer, and gave out enough tickets. I worked "Plain clothes". I always worked in what was called an "A" house. meaning high activity precinct. NOT to be a hero, but to see life, and I believe it is safer in a high crime area then in a country club.

I haven't read the exact law in North Carolina, or in New York, but I expect it's substantially the same as my state...

Impersonating or misrepresenting oneself as a Police Officer is a FELONY.
