I disagree with Zigner. Yes, the school could cc stepparents email - but Dad could also share/forward emails. And why should step parents be at school meetings?
We don't disagree on the first part. I was wishy washy on my earlier post. The school is allowed to cc somebody else, if asked by the parent, but it's really the parent who should be keeping the step-parent informed.

Step-parents can be at school meetings if authorized by the parent. This may end up in a situation where there are separate meetings held for mom and dad with the school.
