That's rather surprising. Has it been tested on appeal? Sounds like a violation of the parent's constitutional rights.
Actually I believe it is the other way around. let me go find the law.

It goes into the caselaw that supports what I have stated.

If a parent denies the obligor visitation, child support can be modified downward to punish the obligee for withholding the child.
