  Do you have an assigned case worker? If so, you should consult with him/her ASAP. Depending on the amount you owe, can be arrested and charge with welfare fraud.

  For a contract to be legally binding it must contain four essential elements: an offer an acceptance an intention to create a legal relationship a consideration (usually money). Without some sort of consideration, I can't see how the lease is legal.

  The landlord did not change the agreement. You changed the agreement when you failed to pay rent as agreed. The landlord was not required to draw up a new lease to suit your needs. Most landlords would have evicted you for violating the lease.
