My point being is that 311 can not give citations for violating a noise ordinance. She can call the local NYPD precinct...not 911. She may have to wait awhile for an officer to show up, but they will eventually show.
When was your lease signed? How long was the lease? If the lease was more tha 1 year...was it notarized? When you stopped paying rent, did you place the rent owed in an escrow account?
I do not agree. In my area, when homes were going into foreclosure...notices where clearly taped to the front doors...for anyone to see....same thing with eviction notices and utility shut off notices. Besides that, I see no invasion of privacy info on the notice the OP received.
OP lives in a private house. Most landlords who own less than 10 homes are exempt from FHA laws.

I got that part, but the statute clearly states that the tenant has 4 days from vacating to provide the landlord with a WRITTEN notice of his/her new address. Tenant did not provide such. If the tenant wants his deposit back he’s going to have to take the landlord to court and let a judge decide.
